When it comes to the statements of citizens affected by the purchase of “non-freezing” of inadequate quality, it becomes even more difficult to find a point and prove the seller’s guilt. According to Olshansky, there is another reason for the lack of noticeable results.

The obvious tool for dealing with unauthorized points of sale of “non-freezing” along the roads seems to be the possible assistance of the traffic police. However, they are excluded from the process of identifying and suppressing the activities of illegal traffickers.

“The State Road Safety Inspectorate is not vested with the authority to initiate administrative cases of illegal trade. A similar opinion is shared by Valuev. When buying washer fluid at illegal points of sale, drivers rarely think about what origin it has and whether its sale is in the legal field. Thus, they encourage the prosperity of this seasonal business, which daily brings considerable profit to its owners, and often jeopardizes traffic safety and the lives of car owners.

“Not all drivers are against such product sales. Many find it convenient to purchase an “non-freezing” in the direction of travel. In addition, often it turns out to be cheaper than offers in stores.
